Why does a book is available in the catalogue but I cannot find it on the shelves?

 There would be different reasons:

• There is someone who is using it at this precisely moment.
• It has not been put on the shelves yet.
• It has been lost and we have not realised about it yet.

In any case, you have to ask the library stuff.
